Winston County Release Meanings
A person can leave Winston County custody in several ways. Bond means a local custody condition was met, but the court case keeps moving. A judge may order release on stated terms. Time served may complete a local sentence. A dismissal, no-bill, or acquittal ends or resolves a charge in a way shown by the court file. None of those terms has the same meaning as transfer. When a person moves from the Winston–Choctaw County Regional Correctional Facility to another jail, MDOC unit, federal authority, or immigration authority, the person has left one facility while remaining in custody.
The local setting makes that distinction vital. WCCRCF holds both county detainees and Mississippi Department of Corrections prisoners. A county detainee may return to the community after bond or another court-authorized event. An MDOC prisoner may move to another state site, start parole or Earned Release Supervision, or reach final discharge. Probation may arise from the judgment without a prison discharge at all. The record’s exact label should be preserved because “released,” “discharged,” “paroled,” “bonded,” and “transferred” describe different legal and physical events.
| Release label | What it means | Best next record |
|---|---|---|
| Bond or court order | Local confinement ends under court terms | WCCRCF release log and the correct court case |
| Time served | A sentence-related release, subject to any other hold | Commitment order and facility release record |
| Parole or ERS | Physical prison custody ends while MDOC supervision continues | MDOC detail, Parolee Search, and supervision record |
| Discharge | The recorded end of the state custody or sentence process | MDOC discharge certificate or formal records response |
| Transfer | The person leaves one site but stays in custody | Receiving-agency record and locator |
Note: A court order may predate physical release, while a VINE alert may arrive after movement has occurred.
Winston County Release Record Fields
A useful booking-and-release record links identity, authority, time, and destination. It may contain a legal name and aliases, date of birth or age, booking number, arresting agency, charges, court number, bond entry, and booking date. The release portion should be read for the processed date and time, the reason or disposition, and any receiving authority. Those fields help separate a return to the community from a handoff. A booking photograph may be associated with the file, but a photo does not prove guilt, current custody, or release.
| Field | What it shows |
|---|---|
| Booking number | The agency key that ties the request to one custody episode |
| Arresting agency | Who began the local case or delivered the person |
| Court or case number | Where to seek the order that authorized release or transfer |
| Release date and time | When the facility processed the physical custody change |
| Release type | Bond, time served, court order, transfer, or another recorded reason |
| Receiving authority | Whether another jail, MDOC, USMS, BOP, or ICE took custody |
Identity needs more than a matching name. Compare the booking or MDOC number, full birth information when lawfully shown, physical details, conviction county, and case number. Note spelling variations and aliases. If two agency records differ, retain both event times and ask the office responsible for the underlying event to reconcile them. A cached result or old photograph should never replace a current agency response.
Request Winston County Release Records
No official Winston County release-record form, copy fee, photo fee, or online retention period was found in the reviewed county pages. The practical route is a narrow written request to the Winston County Sheriff’s Office or WCCRCF, with a request that the recipient identify the correct custodian if necessary. Ask for existing records rather than an explanation the agency would have to create. Electronic delivery and an itemized estimate can keep the scope clear.
- Identify the person with a full name, a lawful identifying detail, and an approximate booking date. Include a booking or case number when known.
- Ask for the booking-and-release record, custody movement log, processed release date and time, release type, and receiving agency.
- Request the booking photograph separately if it is needed and is a disclosable public record. Invite lawful redaction and production of nonexempt portions.
- Ask for a cost estimate before work begins and request the specific legal basis for any withheld material.
- Keep the submission, invoice, response, and a note of any phone routing. Pair the custody record with the final court order.
The Winston County Sheriff forms page is the official county form channel, though the research sweep found no dedicated release form there. WCCRCF can be reached at (662) 773-2528, and the Sheriff’s Office at (662) 773-5881. Normal administrative hours were not published for either contact. A caller should ask for current routing, policy, and costs rather than assume a schedule or fee.
Removal from a roster would not prove release. Winston County publishes no official roster baseline or historical release window to make that inference.
Winston County Release Records Law
The Mississippi Public Records Act, Miss. Code Ann. §§ 25-61-1 through 25-61-19, supplies the state access framework. Section 25-61-5 addresses written procedures and response timing. When an agency cannot produce records within its policy period, the law generally calls for a written explanation and production no later than seven working days, subject to the statute’s terms. Section 25-61-7 permits reasonable fees based on actual search, review, duplication, and mailing costs. An agency may seek advance payment.
Access remains record-specific. Section 25-61-9 addresses reasonably segregable nonexempt material after redaction, while law-enforcement, juvenile, medical, victim, sealed, and security limits may apply. Mississippi expungement and nonadjudication statutes can also restrict public access in a qualifying case. Release itself does not cause expungement. For that reason, requesters should seek the current statute and final court order, not rely on an old web copy. The agency should identify the governing exemption when it withholds material.
Winston County’s Mixed Release System
The regional facility is the key local fact. The official WCCRCF page states that the facility opened on March 18, 1999, has a maximum capacity of 380, and serves both state and county inmates. It also lists a pre-release program. That mixed mission means two people leaving the same building may enter very different record systems. One may have satisfied a county bond. Another may have moved to a different MDOC site. A third may begin state supervision while remaining under MDOC jurisdiction.
A sound Winston County released-inmate check starts with legal custody, not just the building name. A Winston arrest without an MDOC number points toward WCCRCF, the sheriff, and the charging court. A state sentence or MDOC number points toward the MDOC Inmate Search, the separate Parolee Search, and MDOC Records. A federal register number points to BOP. Suspected immigration custody calls for ICE’s current locator and direct confirmation. This classification prevents a transfer from being reported as a community release.
Winston County Pre-Release Context
WCCRCF lists a pre-release program with educational, substance-use, and religious programs. That is useful transition context for Winston County releases, but the official page does not publish a participant locator, eligibility rule, release timetable, or transportation promise. Program participation therefore cannot confirm that a named person has left custody. It should not be used to predict a release date.
For an MDOC prisoner, the formal sequence is more precise. MDOC says a case manager notifies the person of an expected date and asks about travel plans, which MDOC then verifies. The process can take 30 to 45 days, and a discharge certificate must issue before release. MDOC may purchase in-state bus travel to a requested destination or nearest city, but not out-of-state travel. These state procedures should not be assumed for a county detainee who bonds out of WCCRCF.
Winston County Release Court Paths
Winston County does not place every release-related case in one court channel. Justice Court expressly handles sheriff citations, highway-patrol citations, and affidavit charges among its matters. Felony prosecution records are routed through the Circuit Clerk. A Louisville Police arrest may instead begin in Municipal Court before a transfer to WCCRCF. The case number and charging court are therefore better starting points than a broad county portal search.
Ask for the docket sheet and the named final order. Bond, dismissal, plea, sentence, amended sentence, revocation, time served, or satisfaction entries can explain the authority for release. They may not show the exact time the facility opened the door. Pair the order with WCCRCF’s movement or release log. The Circuit Clerk lists a $10 record-search fee and $3 charges for abstracts and certified judgments, but those clerk fees must not be copied into a sheriff-record request. Ask each custodian for its own current estimate.
The Mississippi Electronic Courts access page explains the judiciary’s electronic system, but coverage, registration, and document access vary. The captured interface is shown below as a court-access reference, not as proof that a Winston jail release appears online.
The court system can preserve the legal order after a short-lived custody entry is gone, while the facility remains the source for physical movement.
Find Winston County Released Inmates
Begin with the expected custodian. For a county arrest, note the date, agency, and likely court. Check VINE for a current agency-supplied status, then call WCCRCF and ask whether the person was released or transferred. Request the historical release record when an exact date or destination matters. Run the court path even when a custody status appears online, since the docket can explain why local custody ended.
- Collect the exact name, likely booking date, agency number, and case number. Use a unique identifier when one exists.
- For a local case, contact WCCRCF and the Sheriff’s Office, then obtain the Justice, Circuit, or Municipal Court order.
- For a state sentence, search MDOC by ID, open the detail, and run the separate Parolee Search.
- For a participating record, use VINE’s reporting-agency and custody-status labels, then confirm the event at its source.
- For federal custody, use BOP’s locator. Use ICE ODLS only when an immigration handoff is genuinely suspected.
The home search and release-record route covers a named person in full. A narrower same-day inquiry can use the Winston County Jail Releases: 24 Hours fallback process, which explains why no official feed is available.
Winston County MDOC Release Search
The official MDOC search accepts first name, last name, or MDOC ID. An ID is the strongest starting field because it reduces name collisions. The detail can show identity traits, photograph, entry date, current location and unit, location-change date, sentence counts and lengths, offense, county of conviction, sentence date, and a Tentative Release Date when applicable. Location does not by itself equal release status, and a future tentative date is a projection.
| Search or result field | How to read it |
|---|---|
| First and last name | Useful for discovery, but requires identity checks |
| MDOC ID | Preferred unique state-system search key |
| Location and change date | Shows the reported state placement and when it changed |
| Sentence fields | Connects the person to a conviction county, offense, and term |
| Tentative Release Date | A mutable projection, not proof of actual release |
The MDOC public detail example documents the field label and surrounding sentence information. It is an interface example, not a Winston County release.
The image shows why the date must be read beside the location and sentence record. Actual release calls for the MDOC discharge record, Parolee Search, or supervising office.
Winston County Release System Boundaries
The official sheriff page links outward to the MDOC Inmate Search and Mississippi public sex-offender registry. Those links reveal useful boundaries. MDOC covers state commitments and supervision records. The registry applies only when a person has a legal registration duty. Neither tool is a Winston County booking-and-release log, and a registry absence says nothing about an ordinary jail release.
VINE provides another boundary. It may show custody status, location, reporting agency, facility address, an identifier, and event information supplied by a participating agency. Winston County participation must be verified in the live search because no static official list confirmed every WCCRCF population. For a record that appears, the reporting-agency name determines whom to call. A delayed alert does not change the official facility timestamp.
- Parole
- Board-authorized release from confinement followed by community supervision.
- Probation
- Court-ordered community supervision that may be part of the original judgment.
- Earned Release Supervision
- Release from a facility while the person remains an offender under MDOC jurisdiction until sentence expiration.
- Discharge
- The formal end shown by the responsible corrections or sentence record.
- Detainer
- A hold or request that may cause transfer to another authority instead of community release.
Winston County Release Lookup Choices
The same search does not answer every custody question. A current jail or prison locator is designed to identify people reported in custody. A historical release record documents movement after a person disappears from a live view. State parole data can show supervision after prison, while a federal locator covers BOP rather than county or MDOC custody. Read each result only within its system.
| Situation | First channel | Confirmation |
|---|---|---|
| Winston County detainee | WCCRCF or Sheriff | Booking/release log plus court order |
| MDOC prisoner or supervisee | MDOC Inmate and Parolee searches | MDOC Records, discharge certificate, or Community Corrections |
| Federal prisoner | BOP Inmate Locator | BOP records or federal docket |
| Suspected ICE transfer | ICE ODLS | ICE information line and actual custodian |
| Unclear participating custody event | VINELink | Named reporting agency and court |
Why did the name vanish? No official Winston roster exists for comparison, and leaving one facility may mean transfer rather than release.
Winston County Federal Release Checks
No dedicated federal prison or ICE correctional facility was identified in Winston County’s reviewed sources. Federal channels still matter because a local facility can transfer a person to another authority. BOP’s locator supports a register-number search and a name search with age, race, and sex filters. Results can show a register number, release date, and location or status wording. “Released” or “Not in BOP Custody” means the person is outside BOP custody, but another authority may still hold that person.
ICE ODLS is a current detention locator, not a historical release certificate. It accepts A-number with country of birth or supported biographical fields. A no-match can reflect delay, transfer, different data, or lack of current ICE custody. USMS manages federal pretrial detention through partner sites but offers no broad public historical locator. For that stage, use the federal docket, the actual facility record, and USMS records channels. A handoff from WCCRCF to USMS or ICE is not a return to the community.
Note: Always preserve the source agency and event wording when county, state, and federal records describe different custody stages.
Winston County Release Facilities
Winston County release research may cross five local or system pages. Each one represents a different operator or custody stage. The facility name should stay exact, especially when distinguishing a county detainee at WCCRCF from an MDOC prisoner housed in the same regional setting.
- Winston–Choctaw County Regional Correctional Facility: confirm whether the person was a county detainee, an MDOC prisoner, or a transfer.
- Winston County Sheriff’s Office / County Jail: request the local booking-and-release record and connect it to the court case.
- Louisville Police Department Holding Process: trace a municipal arrest, citation, court route, or delivery to WCCRCF.
- Mississippi Department of Corrections Statewide System: use state sentence, tentative date, parolee, supervision, and discharge records.
- Federal Bureau of Prisons System: read federal release dates and status wording within BOP’s custody limits.
The custody chain should end with an agency-created record. For a county case, that means WCCRCF or Sheriff confirmation plus the proper court disposition. For an MDOC case, use the state detail, formal release record, and supervision record where applicable. Federal and immigration movements require the federal custodian’s own channel.
