WCCRCF Release Paths
Winston–Choctaw County Regional Correctional Facility, often shortened to WCCRCF, holds both county detainees and Mississippi Department of Corrections prisoners. That mixed role changes the meaning of “released.” A person booked on a Winston County matter can leave after bond, dismissal, time served, completion of a local sentence, or another court-authorized event. The same person can instead be handed to another county, MDOC, the U.S. Marshals Service, or another authority. A state prisoner housed at WCCRCF may be moved within the MDOC system, placed on parole or Earned Release Supervision, or discharged when the sentence ends.
Removal from the building is therefore not enough. The facility release record should state the date, time, reason, and destination. A receiving-agency field is especially important because a transfer ends one facility’s physical custody without returning the person to the community. When a county charge drove the booking, pair that custody record with the Winston Justice Court or Circuit Court file. When an MDOC number appears, use the state inmate and parolee systems. A transfer is a custody change, not a community release. Confirm the receiving authority before treating a WCCRCF departure as release.
Confirm a WCCRCF Release
Begin with the person’s full legal name, approximate booking date, arresting agency, court case number, and MDOC ID when one exists. Call WCCRCF and ask whether the person left physical custody, whether the event was a release or transfer, and which office keeps the booking-and-release sheet. A phone answer can guide the search, but the written record is stronger when the exact time or disposition matters. Never infer release merely because a person does not appear in a web search. Winston County publishes no official current roster or recent-release archive.
- Identify whether the person was a county detainee or an MDOC prisoner. The booking agency, court, and MDOC number are the best clues.
- Ask WCCRCF for the release date and time, release type, and destination. Request the booking number if it is not already known.
- For a county case, obtain the bond, dismissal, sentence, or final order from the court that handled the charge.
- For a state sentence, check the MDOC inmate detail and separate parolee search, then ask MDOC Records for formal confirmation.
- If a transfer appears, continue with the receiving authority rather than recording the event as a return to the community.

The official WCCRCF page is the controlling local contact source. It gives a mailing address rather than a public release-desk address. The page does not state routine administrative hours or a release-record fee. Ask for the current procedure, custodian, and estimate before sending payment. A concise request should name one person, give an approximate booking range, and identify the fields sought.

Useful wording is: “Please provide the booking-and-release record, including booking number, release date and time, release reason or disposition, and receiving authority if transferred.” Add the booking photograph as a separate item only when needed and request electronic delivery. Mississippi’s Public Records Act permits reasonable actual-cost fees, so asking for an itemized estimate can prevent delay. If part of a record is withheld, ask for the legal basis and any reasonably segregable nonexempt portion.

WCCRCF Mixed-Custody Records
The facility’s mixed mission is its most important local fact. A single building can produce several record trails because legal custody rests with different authorities. County detention records focus on the booking, local charges, bond, court orders, and physical release. MDOC records focus on a state sentence, location, time computation, tentative release date, supervision, and discharge. Federal or immigration transfers use still other systems. The correct trail depends on who had legal custody at each stage.

A location label can also be misunderstood. An MDOC detail showing WCCRCF identifies a state-system placement. It does not prove that the person was booked on a Winston County charge. Likewise, “Winston” as county of conviction does not prove WCCRCF handled the eventual discharge. Search the stable agency number and sentence record before connecting records across systems.
For each check, record the date searched, system name, exact identifier, status wording, and reporting agency. Then add the facility record or court order that confirms the event. This short audit trail matters when a public field changes or an agency feed posts later than the physical move. If two records disagree, retain both versions and ask the office responsible for the underlying custody event.
WCCRCF Release History
The official county page says WCCRCF opened on March 18, 1999, and has a maximum capacity of 380. It names Warden Terrance Watt and Deputy Warden Bryan Cistrunk as of the research date. These facts explain why the facility is more than a small county holding room. It was built to serve county and state populations, so transfers within MDOC are part of its normal correctional role. Capacity is a facility limit, not a count of current inmates or yearly releases.

WCCRCF Pre-Release Program
WCCRCF’s official page lists a pre-release program with education, substance-use, and religious programming. That local feature provides context for transition planning, but the public page does not publish participant names, eligibility standards, completion records, or scheduled release dates. Participation must not be treated as proof that release is near. It also does not show whether a person will discharge, enter supervision, transfer, or remain in custody under another sentence.
For an MDOC prisoner, release planning can include review of a proposed residence and the start of supervision. MDOC’s public guidance says expected release processing and travel planning are handled through the inmate’s case manager, and a discharge certificate is required before release. County detainees follow the local court order and facility process instead. The shared term “pre-release” should never erase that difference.

WCCRCF Court Release Records
A court file answers why a county detainee could leave, while the WCCRCF log answers when the person actually moved. Winston Justice Court handles sheriff citations and affidavit charges among its stated matters. The Circuit Clerk holds felony criminal suits, judgments, docket books, indictments, and motions. A Louisville city matter may begin in Municipal Court. Start with the case number and charging court, then ask for the docket sheet plus the specific bond, dismissal, sentence, modification, or satisfaction order.
Do not expect every local criminal document in the general county online-record link or Mississippi Electronic Courts. Their coverage and access terms vary. Contacting the right clerk remains the sound fallback. If the order shows release but WCCRCF shows a transfer or hold, preserve both timestamps and ask the facility which authority received the person. The physical custody record controls the movement; the court record controls the legal basis within that case.
Note: A court-authorized release may precede jail processing, so the order time and facility exit time should remain separate.
