Federal Winston Release Paths
The Federal Bureau of Prisons manages sentenced federal prisoners and contract placements, but research found no dedicated federal prison in Winston County. A person with a federal matter may still pass through a local or partner facility under U.S. Marshals Service authority before BOP designation. Another person may leave WCCRCF under an immigration or federal detainer. In both cases, the local movement ends county physical custody without proving return to the community.
Use the BOP locator for a current or former sentenced federal prisoner. Use the federal court docket for detention and release orders. Use USMS records for its pretrial custody role, and use ICE’s locator when an immigration transfer is genuinely suspected. WCCRCF’s release or movement record should identify the receiving authority. That entry tells which federal channel to open next.
“Released” from one custodian can be followed by another hold. Read the status, location, and receiving authority together.
Search BOP Release Records
The BOP Find an Inmate locator offers number and name searches. A number search accepts the BOP Register, DCDC, FBI, or INS identifier. A name search uses first, middle, and last name with age, race, and sex filters. The register number is the strongest match when available. BOP generally covers federal inmates from 1982 onward; older federal custody research can require the National Archives.
- Search by BOP Register number or another supported federal number when known.
- Otherwise use the full name, then narrow the result with age, race, and sex.
- Compare the register number and identity fields before opening or recording a match.
- Read Release Date together with Location and the precise custody wording.
- For a disputed or historical event, use BOP FOIA and the federal docket for confirmation.
The official BOP records explanation says “Released” or “Not in BOP Custody,” with no facility location, means the person is no longer in BOP custody but may be held by another authority. Therefore “Not in BOP Custody” is not a Winston County community-release certificate. It can mark a transfer, another authority’s custody, or a record limitation.
BOP Federal Release Fields
A BOP result is compact, so every field matters. A past release date for a former prisoner differs from a future projected date for someone still held. The location and status wording supply that context. BOP also warns that older sentence computation information can need confirmation. Preserve the query date because federal records and custody status can change.
| BOP field | Use | Limit |
|---|---|---|
| Name | Starts identity comparison | Name alone is not enough |
| Register Number | Stable BOP identifier | Does not identify a county booking |
| Age, race, and sex | Help separate name matches | Must be read with the identifier |
| Release Date | Shows the BOP date field | Past and future dates have different meaning |
| Location or status | Shows BOP custody context | No BOP location does not rule out other custody |
The captured BOP locator is available from the official search source.

The screen is an interface reference. A fresh result and, when needed, an agency record must confirm the person-specific event.
Federal Release Record Requests
When the locator is incomplete or the exact discharge event matters, use BOP FOIA. Supply the register number, full name, date range, and a precise description such as release date, release status, or movement record. Federal privacy and disclosure rules apply, and some information can require consent, proof of death, or redaction. Keep the request, correspondence, and final response with the locator capture.
USMS manages federal pretrial custody and often uses partner facilities. It has no general historical person locator comparable to BOP’s. A defendant can therefore be in federal custody without a BOP designation or public BOP location. Use the federal court docket for the detention or release order, the actual facility for physical movement, and USMS FOIA for agency records subject to its rules.
- BOP release
- The person is no longer in BOP custody, but another authority may still hold them.
- USMS custody
- Federal pretrial or transport custody that may use a partner jail.
- Detainer
- An authority that can cause a handoff when another custody episode ends.
- Federal discharge
- The documented end of the relevant federal sentence status, distinct from state supervision.
ICE Transfer Release Checks
ICE’s Online Detainee Locator System is mainly a current-detention tool, not a historical release archive. It supports an A-number with country of birth or a biographical search using exact name, date of birth, and country of birth. An eight-digit A-number should be padded with a leading zero. A missing result can reflect delayed data, a recent transfer, different search information, age limits, or custody outside ICE.
If ODLS gives no result and a transfer is genuinely suspected, contact the ICE Detention Reporting and Information Line at (888) 351-4024. Do not publish a person’s immigration status merely because a county record uses a detainer code. The WCCRCF movement record, ODLS or ICE response, and any federal order should be read together. Research found no official source documenting a dedicated ICE facility or detention contract in Winston County.
| Federal channel | Best for | Not designed for |
|---|---|---|
| BOP locator | Sentenced federal prisoners and many former prisoners | County or MDOC custody |
| ICE ODLS | Current ICE detention | Historical release certification |
| Federal docket | Detention and release authority | Exact physical handoff time |
| USMS FOIA | Agency custody records | Instant public person lookup |
Winston Federal Handoff Records
A Winston County case can change sovereigns. If WCCRCF records a transfer to USMS, ICE, or another federal agency, the county record proves only that local custody ended and identifies the receiver. Continue with the receiving authority. Conversely, a BOP result with a past release date does not prove that the person returned to Winston County or has no state hold. The correct conclusion stays within the source’s jurisdiction.
The strongest verification chain for a federal case uses a stable federal number, the BOP or USMS record, the court order, and the actual custodian’s movement record. For an ICE handoff, use the A-number and official ICE response. VINELink may reflect an event from a participating local source, but it does not replace federal systems and should not be assumed to receive BOP or ICE data.
The Winston County custody comparison explains when to move from a county booking record to MDOC or federal sources. Use that change only when the record supports it. A broad name match across unrelated databases can join two people by mistake.
Verify Federal Release Results
Save the query date, exact identifier, system, status wording, release date, location, and URL. Add a “confirmed by” line for the federal court order, facility movement record, BOP response, or other agency document. If two sources conflict, preserve each timestamp. Ask the agency responsible for the underlying event instead of silently choosing the more convenient answer.
Identity reconciliation is just as important federally. Match the register number, full name, age, and other returned details. A similar name and age cannot establish identity. Avoid person-level examples when a blank search or help page can show the fields. A record of release or detention should remain a precise account of custody, not a claim about conduct or guilt.
Note: Federal interfaces and contacts can change; confirm the current official route before relying on a saved screen.
Older Federal Release Records
BOP’s public locator generally covers federal inmates from 1982 to the present. A person whose federal custody ended earlier may not appear, so a blank result has a clear historical limit. National Archives holdings, the federal court docket, and a focused agency request become the better routes. Search with the known case number, district, sentence date, and federal identifier instead of repeating a broad name query.
For a Winston handoff, the official WCCRCF page and Sheriff page provide the local contacts. For a more recent federal record, BOP FOIA can address a missing or unclear public result. State the exact date or status field needed and explain the identity details that distinguish the record. Do not ask the agency to create a conclusion it does not keep. Request the existing release, movement, or sentence record and accept lawful redaction. This approach produces a source that can be compared with the court order and local handoff log.
